Jason D Koontz, CRC - An Expert Witness in His Own Words
Jason D. Koontz is a national banking and residential real estate expert witness, consultant, and certified residential appraiser. He has been retained in more than 250 expert witness matters nationwide and has extensive experience providing deposition and trial testimony in both state and federal litigation.
He is a licensed Mortgage Loan Originator (MLO) in Florida and Texas. The education, testing, and regulatory compliance required to obtain and maintain these licenses are based on national lending standards, federal law, and uniform mortgage practices that apply across all states. He is required to complete ongoing continuing education and regulatory compliance training based on current federal law, agency guidance, and evolving industry practices, ensuring that his opinions are informed by modern lending and servicing standards.
Mr. Koontz brings more than twenty years of hands-on banking experience to his expert witness work. Over the course of his banking career, he made and serviced hundreds of loans, opened deposit accounts, and provided cash management services to individuals, businesses, and governmental entities. He has been directly involved in every stage of the lending process, including application, underwriting, loan closing, and collection activity.
He is a Credit Risk Certified (CRC) professional through the Risk Management Association and has completed extensive formal training in credit analysis, risk management, and commercial and consumer lending practices.
In addition to his banking background, Mr. Koontz is a Certified Residential Appraiser licensed in South Carolina (SC License 8618) and West Virginia (WV License CR1162). He provides residential appraisal and appraisal review services for individuals, banks, credit unions, and other entities, and also serves as an appraisal expert witness in both current and retrospective valuation matters.
The combination of Mr. Koontz’s banking and appraisal experience allows him to evaluate lending, servicing, and valuation issues from both an operational and valuation perspective, providing clients with deeper insight into complex financial and real estate disputes.
Mr. Koontz began his banking career after graduating from Marshall University in 1991. He was trained at United National Bank in Charleston, West Virginia, where he developed experience in loan collections, credit analysis, cash management, and commercial lending. He later worked with Bank One Leasing Corporation, assisting clients with leasing solutions in West Virginia and Ohio.
Beginning in 1998, Mr. Koontz spent fourteen years with Summit Community Bank in Charleston, West Virginia, where he worked with both retail and commercial clients. He provided deposit and cash management services, originated loans, served on the Loan Committee, and was promoted to Senior Vice President. Mr. Koontz has also been active in community service. He previously served as Chairman of SCORE for the Charleston, West Virginia chapter and has volunteered with Habitat for Humanity, the South Charleston Rotary, and The United Way of Central West Virginia. He also teaches youth at his church, reflecting a long-standing commitment to service and integrity.
